If this is correct, then India probably receives a ROW key. On what did you base your statement - have you tried activating such a key?
I don't have screenshots with the gift link notification for WWE 2K20 and NBA 2K20, therefore I don't know what happens there.

I hadnt spec ops/darkness 2/all borderlands/xcom. I bought bioshock collection for 12 euro the last week from chrono. So i pay 18.50 euro for these 6 games. I giveaway the civilization 3/carnival vr/sid meier's pirate and now i try to trade bioshock collection. NBA 2K20/WWE 2K20 maybe i would giveaway them later. And about NBA Playgrounds 2 i will redeem it because i loved the old NBA Jam so i will give a shot in this too. Overall pretty happy with 18.50 euro i got more than 350 hours of gameplay. And always its a good thing to give some money to charity or medical health.

Yes, ROW implies more or less that they can be activated everywhere.

Yes it is ROW 100%, I have a friend who sent me the sub id and he purchased it from USA.
The sub does not have any region locks.
Humble Bundle notifications are misleading, you get a huge list of countries even if your key is ROW.

Region locked subs exist for some of these games (check the "Region lock - detailed information" section, even those with "?" - I didn't have time to add them yet).
Regardless of that, the publisher (together with Humble Bundle) decides whether they give locked keys or ROW keys to India so they might end up giving ROW even if locked subs exist. No one from India confirmed what they get, so it's still under investigation.
For giveaways, I recommend going with the safe option of restricting it to India-only.
For reselling purposes, I can't guarantee that the keys are ROW (based on past experiences with Humble Bundle, they are locked).

Hi, i'm from Venezuela and it's not just The Darkness II and Spec Ops The Line that are not available, BioShock Collection and Borderlands Game of the Year Enhanced also appear as "Not available in your region", i'd also like to know if LATAM (Not Brazil) gets all ROW keys.

Hint for those new to the game--it might not open the first time you click play on it. What you do, is you wait until it lets you click play agian, and click play. This time it will open. If this sequence happens, it is because of a games-explorer bug. The first time you open the game it checks the now-closed MS server for information about the game and gets stuck in a loop, but steam doesn't think it's open. THen, you can double click, and since the svchost process is tied up with the first exe, the game opens normally.
The same might be true of C3C, which is the best entry in the Civilization series, bar none. (This coming from one who has played every version since DOS. The only one into which I've sunk over 1K of hours was Civ 3, and I've sunk probably 2K+ hours into it.)

I just received a Steam inventory gift for X-Com Enemy Unknown this morning (my first Steam restart since purchasing), and I can only assume it's because I already owned the game and activated the key from this bundle for the DLC packages included.

Got* keys of WWE, NBA and GOLF from NA and activated in BR just fine. They're all running fine too.
Also, who bought the bundle did get the warning from HB that it wasn't available to activate on BR.
