Possibly a mistake, "Historical lowest price" is $4 (£2,50), and £1,75 = $2,80. Good deal, but not crazy. But as this is the Survival Edition, go for it if you want all the bonus included in this version, as you can't buy it on Steam anymore.

It doesn't mention anything about region lock. If you mean that for the purchase you have to have UK address, that can be easily solved by a fake UK address generator. I bought Titanfall for 10$, when it was on sale, and redeemed in Europe, so no region lock :)
