I believe most can but are just too lazy or with other words: I always have this picture, that russians step into forums and gameservers and be like "Pff there are russian brothers around here anyway - they will understand me" and the scary part is: They are right. Like srsly. Step into any game, ANY GAME and there will be a russian human being, who answers in russian. Like they are literally everywhere on the internet. And therefor I believe, it's the same thing as with English native speakers, who tend to not learning much more other languages, bc they know, that their mother tongue will work almost everywhere anyway.
