no, what you actually purchased from steam is the license to play the game, so even if you delete it from your PC you can download it as often as you want.

lol no it is 2013, it just uninstalls the game, it will still be on your account so you can redownload it at anytime. Your save files should still be there as well. As it doesnt remove absolutely everything.
Although different games will have their save data stored in different places so watch out when backing up files to a new computer, the most common is my documents, but some titles have their save data in 'appdata',in the steam userdata folder or in the games actual directory folder itself.

Some games have cloud sync, where your saves can be saved. Other doesn't, which can be a hassle sometimes if you're reinstalling your computer. I for example lost 4 hours of save files in some game, and I didn't want to redo everything so I just. Meh.

Can leave some left overs and registry in your system, if you ask for that. Use IObit uninstaller, or Revo uninstaller (i don't have a experience with that one). The game itself stays on your account. But if you delete the game from the system, it can leave files in steamapps, and icon in steam > games. Somewhere save files too.

Alright I was wondering because I deleted a "2 Days Remaining" game (limited time test) (randomly shows up in your library) and when the test was over I deleted "local content" and it erased it from my steam library so if I purchase a game and "delete local content" it will stay in my library just uninstall?

Yes. Steam is your account with games, for which you own a license forever. It's like owning a physical copy of the game, on Steam digital, more like a license for it.
When someone hack your account, and do something really bad on it, they can lock it = games lost. But Steam is secure right now. Steam Guard + use good long password and different password for e-mail. Or they can just cheat on it, and it get VAC-banned.

When you use "Delete Local Content", it deletes "Local Content", which means only the game files on your computer. You can re-download them any time you want as long as they're in your library.
If you want to remove a game from your library, you need to contact Steam Support for that.

When you "delete local content" from a steam game on your library does it permanently delete all the files for that game?
Just wondering because I have some games I don't play anymore and would like to remove from my computer.
