So i won a key for a game and i can't activate it in my country, the giveaway is not marked as region locked and i can't click on Not Received to notify the user who made the giveaway that the key doesn't work. Do i need to add him on Steam to tell him? What can I do?

Well I once forgot to put Germany as region lock and support rerolled the winner. It was some time ago, so maybe it changed ;)

Maybe the reason was that it had only one region lock - Germany since it was a WWII game, so it was easier to reroll than games with multiple countries blocked.

just ask for reroll, but first try to add it anyway since sometimes those keys are actually ROW (something like HB bundle last time)

I'm pretty sure it's not that new. You're supposed to use the appropriate region lock tags when creating a giveaway.

if there is description of "provider's rule", correspondence will change depending on the condition.
For example, in the case of "region lock", it is permission to delete or re-roll.

Normally, is it like this?

  1. Tell the region lock.
  2. If you give up, please allow reroll.
  3. If you can not receive it within one week.
    If you do not give up, ask if you can receive alternative key offerings.
  4. If you can not receive the offer, consult with support.

We can't reroll region locked games. Basically it comes down to these things...

The GA creator can produce a non region locked key/gift and give it to the winner or they can request that the GA be deleted. The winner would need to agree to it in a comment. The winner has the option to not delete anything and just mark not received.

I think it's best if he deletes it since there must be a lot of people like me who entered the ga not knowing it's region locked and if he reroll it would probably just get another user who can't activate it, i'll try to get his attention on the comments thank you for your help

That's why support usually don't approve rerolls due to region lock. In this case, there are three ways:
1) GA creator provides you with new key, availeable in your country (very unlikely)
2) GA creator asks you to agree to delete ga, and support deletes it.
3) If you are not agree to delete, or GA creator don't want to resolve it, you mark it as not received after 1 week and move on. Maybe GA creator may also get suspension, but not sure about this.

Ask support to delete the giveaway. They can also tell you what regions it´s for, it happened to me recently and that´s what they did.
