I think it's because the average salary is a lot less over there than what it is over here. And a 60 dollar game can pretty much take up your entire paycheck

Those are the same explanation aren't they? The pirating threshold is lower precisely because the average salary is lower. I would imagine that most tendencies to economic crimes (though not all) can probably explained in a similar way.

Average month salary is 120-150$ in practically any region aside from Moscow and Petersburg.
And this is for full time hard work 12hr 2/2 (it doesn't really matter if you have a degree).
If it's something easy and part time, don't even expect to get 100$.
