Question about a giveaway

I have two separate keys for Supreme Commander and its expansion, Forged Alliance.

Am I allowed to create a unique giveaway for Supreme Commander Gold Edition? The value would be the same (10+10 or 20)

But there isn't a "Gold Edition" of Supreme Commander, or is it?
If not, you should do separate giveaways.

Then yes, you can make a Gold Edition of this giveaway. Many people do so by giving the keys for the game and DLC to make the GOTY or others editions of the games. But it has to be complete with the same items, without missing any, or you may get in trouble if the winner thinks you cheated.

It can help to avoid troubles, if you make this giveaway and in the description you write that are 2 keys, to make this bundle/gold edition ;)

Value wouldn't be the same because gold cost less than 2 keys separately. And yes you can give it as a gold edition.

In $ it should be the same, both supreme commander and forged alliance cost 10$ each, the gold edition should cost 20$ (I'm saying 'should' because I can't find it on steamprices but I've found that the gold edition was on 75% sale on steam for 5$)

In EU, BY the price for gold is less than for 2 keys
And i looked to http://store.steampowered.com/&cc=us (the same each key is 15$ gold is 20$)
