You should contact steam support and tell them you are using VPN to bypass region restrictions ;)

at the begin at steam was only a problem to activate the game, after the activation it works normally.

I dont think it is a problem. The game was activated at the IP- Territory of the country,where it can be activated, so i dont break the rule.
