I heard you guys are able to upgrade premium accounts for 0.50$,is that true?

What i mean is upgrading an account to premium with about 0.50$,and dont need to spend the rest 4.5$ to stuff you dont actually need?

Well,in Germany you can upgrade for 0,4€.

OP probably meant "without putting 5 USD (or 5 Euro respectively) into the Steam wallet".

He's most likely asking, because he wants to create an idle account and he would not be able to transfer the remaining Steam wallet after buying stuff from the Mann Co store.
