[HB] Codemasters Bundle Region locked??

Did anyone else had an issue gifting games from this bundle? I tried to give a key/link to a friend and it said the game wasn't avaliable in his country.
I asked him to check and the game is avaliable, what could be happening? He is from Poland and the game is Operation Flashpoint Complete.
