If he's on your blacklist and won one of your GAs, that means he entered before you blacklisted him - and you have to deliver the game.

you can not-deliver the game instead. you just lose 1 slot.

edit: you will probably get a suspension if you abuse this, since your reason won't be in the rules.

Unfortunately the rules don't define what "abuse" constitutes in this context, so it's open for interpretation. I can only imagine that it's consistent with the general attitude here when giveaway creators report bad winners, which is very soft on the latter (to say the least).

person already entered giveaway and then blacklisted = valid entry

blacklisting -> you cant enter
but you can enter and get later get blacklisted. but you are still in the ga and you can still win tha gas, you have enterd, before you got blacklisted

Depends on how much you dislike the person. You wont get a re-roll but they cant force you to actually deliver the game.

Given how often this seems to come up as a 'solution' to valid winners who the giveaway creator disapproves of, I wonder how long before they start suspending for it rather than just taking away giveaway slots.

If they start suspending for this the only option for such cases (e.g. winners who are repeat offenders) would be to switch to whietlist-only giveaways, where the giveaway creator can ensure entries are all from good users. Not sure this would improve the site.

In principle you have to deliver, but if the reason for the blacklist is that the winner broke the rules (e.g. didn't activate wins but marked as received / re-gifted, or won multiple times) you should ask for a re-roll. You can (and should) use http://sgtools.info to check on your winners.
