That was just from the part about region locked keys, but you can just skip the region part and read it as non-working key.
Received means that they managed to activate it too, not just that they tried. Then they will mark it with green received or red not received if you haven't been able to correct the situation in the other 2 ways.

Don't make giveaways with keys u got on shady sites.
Wait 7 days till 2 other winners mark as received. If they receive bad keys too - try to find not-used keys here

That's not the right order to do that in though, as the key could've been already used, which would leave you with an "unactivated win".

You should really activate it first then mark it received if it worked. Would cause alot of heart ache and trouble if you marked it received found it didnt work then turned around and changed your marking. Or as the above person said, you end up with an unactivated win on your account which also has its shares of troubles

As a new user you get 3 giveaway "slots". That means you can have 3 giveaways open at one time.
When the winner marks it "received" you will regain that giveaway slot. For every 3 successful you'll get +1 slot. If somebody marks it as "not received" you'll get -1 slot.
So from your 3 giveaways, if 2 are good and 1 is bad you will end with 2 giveaway slots.
The winner has 7 days to mark as "received" or "not received". Until they give the feedback like that, you can't make anymore giveaways.

If they dont work you get in contact with the giveaway creator and tell them, they either provide a new key or ask for it to be deleted which you dont have to agree to, if you really dont want to. After 7days you can finally mark not received, if you are still yet to get a working key
If your keys dont work its the same, you either find another key and give it to your winners or get a non received marking. You could ask for it to be deleted but only if they allow it will it be deleted by support

Screenshot of what? Marking received doesn't mean activating the key on Steam if that's what you mean.
Winners have 7 days after a giveaway has ended to leave feedback (= marking received / not received here on SG). So even if a winner activated a won game 1 minute after the giveaway has ended, they still have 7 days to leave feedback here on SG.
It's generally considered a little rude but it's not against the rules.

1 winner said to you they didn't get the right key, therefor they will not mark it received, because you got the keys through other sites, there is your problem, if you got 3 faulty keys then yeah you will have no slots left to give anything away, you shouldn't do it.
Don't expect to level up with these sort of free games you give away anyway, it's not how this site works.

They brought it up because the games youve given away give you no cv which lvls you up on the site. There is nothing wrong with giving away free games, so many people do it.
When you create a giveaway next to the name you will see stars *. No stars means you get full value for it. 1 means you only get 15% of the total price as cv and 2 stars which the games youve given away has give 0 cv meaning you cant lvl up at all with them

Try to make a giveaway for it, see the 2 ** ? Then it means they been given away free in the past thus you will not get cv for it to level up. It does not matter one iota that it could cost $5 on steam, it's still counted as free here.
Else people could just stock up on those sort of games and get to level 10 that way, and that would not be fair to those actually spending money to gift things.

if i won a game, that does not mean that is free game.
Well, for SteamGifts purposes (at least if you care about leveling up) it actually does.
Likewise any game that has EVER been bundled will count as bundled no matter if you got it from a Bundle or bought it from the Steam store full price.
