It's easy to accidentally do the opposite of what you want, or layer things awkwardly, so hiding rules is generally more trouble than it's worth for many users (as noone can point out any potential mistakes to them, along with there being no real benefit to rule-hiding). On the other hand, if you're just using the checkbox rules at the top and a couple of preset rules from the selection below, you probably won't be at much risk of misconfiguring anything (compared to if you're using elaborate self-written custom rules), so it generally isn't much of a concern to use it, either.
By contrast, if you had any of the rules written in a way where SGT can't understand them, it'd give an error message and not let anyone pass the filter. Since it's not doing that, what rules you have up are all functioning correctly (regardless of if they match your intentions for them or not).

Well, it depends on one's personal preferences, but I usually bump any topic with a GA I enter if it wasn't bumped very recently or unless the topic creator specifically asked not to bump it, as well as some useful topics without GAs.
I think many people do the same while others don't. In fact, here are a couple of topics about bumping behavior:

You should not have been stopped since your standing looks pretty neat to me, but there are some trivial setups that may influence the result. Thank you for letting me know. I will make more better GAs with it since this is more like a trial than a serious SGTools based GA for me. ;p

Lv is only a tiny part that filters out the unwanted users. But from your standing you may be able to pass it in the future. :)
