It is opt-in. It says it on the FAQ.

You decide. The first time a friend asks to watch your game you'll be presented with the broadcast privacy settings...

Who on their right mind would think that it would automatically stream your games? Like, streaming is really hard on the PC and takes a chunk of your upload speed. If they did this they would lose so many users.

It's opt-in because it's in beta. Later on it will be available for everyone, but you'll have to choose whether or not to stream.

well for online games your already "broadcasting" your game to the rest of the server/instance so im guessing thatll have no measurable impact

Awesome. I think this is fantastic though I thought the logical step after adding screenshots to steam would be to add video recording and uploading. This is fine too. At least I'll see more games being played and maybe buy some games I normally would not. Pretty good.

Porn, inappropriate or offensive content, warez or leaked content or anything else not safe for work
Any discussion of piracy (No Asscreed streams.)
Cheating, hacking, game exploits
Threats of violence or harassment, even as a joke
Posted copyright material such as magazine scans
Soliciting, begging, auctioning, raffling, selling, advertising, referrals (no tf2 streams)
Racism or discrimination
Abusive language, including swearing (E-Rated Games only)

That cuts a lot of games out.

Broadcasts cannot include those elements, while I am not completely sure it may also translate to people reporting streamers where "hacking" is a part of the game. The rules are quite vague at this point.

That's probably for legal reasons. If you restrict your braodcasts to invitation only there shouldn't be any problems. Unless your "friend" turns out to be an FBI agent ;)

lol I can see some steam groups popping up where people do something like band together to pay a subscription of something online and stream it for everyone in group. People always find ways to abuse new things pretty quickly

doubt valve will have people to observe non public streams for copyright or other violations.
