I never had that issue, so I only have two suggestions to make, one of which you already tried (restarting). The second would be to reinstall steam.

On a completely unrelated note, your steam username seems to be misspelt. U comes before the i.
Can't help with the bug, I have no problems, even while using a skin for Steam.

try opt in/out of beta update.
