yeah you are right, XCode requires a MAC. Moreover you need an Iphone/Ipad to get the licenses.

Android: Eclipse + ADT
iOS : Eclipse + RoboVM (that way you can reuse your Java code from Android)
Note that you will require a Mac (or Hackintosh) and a developer license from Apple to do any kind of testing/deployment on iOS
