Region lock question

Hiya there, I'm a bit confused about region lock of Naruto Shippuden.
onlyallowrunincountries is not present, yet on the store page in russian region it says that CIS games can be only played in CIS countries.
My question is, is the game restricted or not?

Thanks for zombie shooter 2! Only retail copies are region locked from what I'm reading...
