Has anyone figured out the lowest priced item on the steam community market that has a high gem value? e.g. 100 Gems?

Most of Valve games have backgrounds and gems that have value of 80-100. If you search an item which costs low and gives you 100 gems so that you can make profit
by selling sack of gems, forget it. These kind of items goes up after people realize there is a possibility of making profit.
If you were just wondering I am out of topic and can't answer you :D

CS:GO equals a bit, none of which actually means profit.
And in the end when making Gems, your inventory will look like this - http://steamcommunity.com/id/adam_zombie/inventory/#753_6
Not really worth it to be honest. Not until the Gem stacking is fixed.

If you trade them all to a second account, will they collect into one pile?

Nope, it does not work every time.

Ah well, I'm sure it will get better as soon as someone feels that taking on the task of fixing it is worth their time.

It's been a lot of time since they implement this Gem thing and they still didn't put some effort into fixing this bug :/

Pretty much all Valve product emoticons and backgrounds have a gem value of 100 but, shortly after Gems were introduced, all 100 gem items took on approximately 1/10th the price of a Sack of Gems (or vice versa). It has remained that way since. The best you can hope for is a couple pennies savings per sack unless you are capable of predicting future markets, often it's more expensive to buy the 100-gem items.
