Unfortunately, I already had the game, but since it has been removed from steam, it looked as though I didn't. I only realised once I tried to redeem the key, and was informed it was already in my steam library. I've asked the giveaway creator to reroll, but he refuses. Is it safe to just mark the key as "received", and not use it? I guess there's probably no way for steamgifts to see that I haven't redeemed it (since the game is no longer on steam anyway)?

Only the creator can ask for a reroll so you really can't do anything from your situation.
And what to do... I'm really not sure ;
If you mark it as received it will change nothing because as you said, an api-removed game, that's why you could even enter for it.
or you can mark it as not received and let the creator sort it out if he even wants to do so.
From my point the first option is not exactly morally correct but they can't be bothered and there won't be any consequences, while the second one is more right but makes extra work for someone who don't care. I think it's up to you which option do you choose. (Or someone appears and tells me if I'm wrong at some points, so you'll get more info about the situation :D

Marking it received serves the goal of marking it as activated - like a not working key is received but not valid. Similarly if someone would already own the game and the api would detect it,then while the key is received, it won't be activated - the winner shouldn't even won it in the first place, and it should be rerolled but the creator is afraid that the free game's key is used...
the situation is just stupid ; OP won a game that he couldn't even enter if API would detect the game (it's removed from Steam and worth 0 CV as it was free) ; the creator essentially forces him to keep the game that he can not activate, only regift... or let it rot on the /won page. But there are no consequences for it as the game is uncheckable because API.
So yes, if OP tells the truth of not activating it I personally would see it morally better to force the creator to reroll it than keep something that would be against the rules. But as I described originally and here as well - OP could just keep the key without any consequences, being the simplest (while clearly not right) solution
ooor the creator could reroll, and if the new winner can't activate it because OP actually used up the key, could file a force received feedback ticket that would likely end up OP being suspended for a while and marking the untrackable game as received...
The whole thing is just an inflated nonsense. The game doesn't appear in checkers and worth 0 CV...

There were many problems along the years when goodwilled people marked games received, while it had a region lock and could not be activated, and later they got suspended for not activating wins :\ It was suggested many times to change it to "activated" or "received and activated"

There's nothing about "view button" in FAQ, so i think u can ask about reroll and mark as Not recieved after 7 days

So in TLDR: simplest but not nicest way: thank the creator, mark it as received and don't give a f**k about it. Any other options and tries to keep the rules end up more work and just as untraceable.

You could screenshot the "game is already in library" message as a proof it's a working key, maybe?

Used keys also give the already in library prompt - the only way to prove a key is not used yet if it successfully activates. No other way.

You can mark it not received after 7 days if the creator refuses to re-roll. The copy you activated yourself will show in your licenses and activations, along with the date activated if you need proof for support.

There are several games (removed from Steam) that still show up on SG as unowned because SG has no way of checking.

Funny thing: I notice that on this GA I specifically added a comment saying "careful, it's not detected, check in your Steam client" 🙃

Got scammed once by a winner who pretended he already had the game whereas he actually activated my key, so I can understand the GA creator's stance. Since that time, in my GAs I always write in the description "please double check that you don't already own the game before revealing the key".

Since the game is indeed in your library, yes it is, as long as you haven't won a previous GA for it before.
