Why can't I buy the Halloween special pack on steam?

It's on 90% sale, costs 6.30€, but it's only purchasable if you include all items. Now I already have a few item and it makes me unable to purchase it for myself(I wouldn't mind wasting the ones I already have, although it would be more fair to get them as gifts). I tried gifting it from my second account, but it doesn't let that do either. Then I tried to gift it to my second account, which can only add to it to my inventory and when I declined it just automatically refunded. So there is no way to buy the games, do they really except me to buy them one by one for only 50% sale? Because then I rather don't spend any money, great business strategy!

Delete from your account the titles you already have. You will then be able to purchase it for yourself.

There was a workaround earlier: you could put it in your cart when logged off, then login and buy it. But it doesn't work anymore.
I'd suggest you to wait for the end of the Halloween special, since I believe that there was another bundle for this developer which isn't currently shown due to the Halloween special.
Also there are many 90% coupons for these games out there. Try TrashDump or CouponDumpster to get them.

That's good advice, but I can't use coupons if the game is already discounted. And the coupons I got will expire before Halloween event ends xD

Yeah, during a sale they don't work. I don't know why Valve doesn't allow choosing the better discount then.
