He must send you a game. If he asks for anything in exchange, it's breaking the rules.

1. take game for nothing
2. report him for asking for stuff in exchange

You deserve the game, but if he want a trading card from the game, I don't see a problem with that. However, I do see the extortion of wanting to only give you a trading card instead the game.
