The one entering the giveaway has to make sure he doesn't have the game before entering.
If I was going to check people's libraries all the time I'm sending a game I'd go crazy.

The OP had a problem and I gave them a solution for next time. May I ask how your post attempting to be the devil's advocate helped anyone in anyway?
Is it the winner's obligation to reply or even say thanks for the giveaway? It's been two days since the giveaway ended so the winner has another five. Assuming the winner has synced or received a forced sync, they wouldn't even be able to enter the giveaway.

New users might enter giveaways for games they have in hopes of selling them or trading them off or giving their friends. If you care what happens to your game, then it is your responsibility to check beforehand. If you don;t care then it doesn;t matter.

That's why I don't create giveaways for new users anymore. Even if I create a public giveaway (which I don't do often) I often set high, if not very high, CV.

You're not normally allowed to enter giveaways for games you already own. The site automatically prevents it. The only exception would be if you acquired the game before the site scanned your steam profile again. Then you'd be able to enter because the site wouldn't yet recognize that you already have the game, so it wouldn't disallow you from entering.

You can wait it out... I think after a week you will be auto marked as received.
On a side note the game you gave away was a bundle game.
So either way you wont be getting any CV at this moment.

To prevent these kinds of problems, I do three things before handing over a gift.
I also do everything in person so that I know the winner received the gift or key. Email is unreliable and impossible to double-check.

Always check the winners account prior to sending the key. If it is private, add them to Steam and request they reveal their profile to you so you can check. After you verify they do not have the game. Send them the key at that time and request that they install it as well as report it as received on SteamGifts. This is the best way to avoid issues.

Hi,
I created a giveaway and I sent the key of the game to the user that won but he didn't reply me and he owns the game on Steam but I don't know if he used my key or already owned the game. I ticked "I sent this gift" when I sent the email with the key but my account continues with value $0.00. What can I do?
