Can i do giveaways on country restricted games?

then you can;) also remember that a lot of key shops and bundle sites will still give you ROW keys.

You can only use the below region lock choices

• Poland
• RU+CIS (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan)
• SE Asia (Indonesia, Malaysia, Philippines, Singapore, Thailand)
• South America (Argentina, Bahamas, Belize, Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Guyana, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Suriname, Uruguay, Venezuela)
• Turkey

If your choice isn't there, you can't do it.

But since you claim to be in Azerbaijan , you just pick RU + CIS region

as you live in azerbaijan it's no problem, your restriction will be ru+cis and it's avaiable. but for example NA restriction is not avaiable on SG so it's not possible to give these games away.
