Europa Universalis IV deal?

I've noticed quite a few GAs of Europa Universalis IV Collection (Sept 2014)
I made a little search but all i found that it had "Historical Lowest Price: 18,59€ at IndieGala Store on 21.09.2015", don't see it at trade section too.
Am I blind or is it illuminati? I may be tempted to buy it as it's one of the greatest games i've played but looks like my search skills are -5 so be a nice user and help me find it

I don't know where it comes from, but the DLC collection is now on sale in WGS, if you are interested. No idea if the price is good, though.

The cheapest legitimate store I can find is this one Grey market stores seem to have it for less, and I really wonder where they got their keys from.
Oh, that's apparently just the DLC, and does not come with the base game...
