Person not part of region restriction in my giveaway?

Hi Daerphen, I haven't yet. I'm considering that that might be the case or maybe they'll be in the region when they redeem it (not sure if that's a thing). As I'm not very sure how Steam and Steam Gifts' region restriction stuff works, I thought I'd get more experienced people's opinions on it while I try to reach out to the winner.

I wasn't sure how restrictive SG's region restrictions are (the FAQs and Guidelines unfortunately don't have much to say on this), so I thought I'd ask about it on discussion to make sure. Admittedly I'm a bit nervous because it's my first giveaway and I don't really want to botch it up by giving it to someone who can't use it. My giveaway literally just ended when I decided to check on the winner and I saw that their Steam profile's country isn't exactly in the SEA (my region restriction).
