Can anything bad happen if I add him?

While he probably wants to scam you or beg you for games, I don't think he can hurt you in any way just by accepting.

Adding a person can't harm you in any way. Just be careful if given links when chatting. And even then, unless there's another exploit in Steam, you'd have to do something stupid like type in your login details in a phishing site to actually be harmed in any way.
