Shadow of Mordor has the similar fighting system, though side quests are repeatable, but overall story and gameplay good enough.

The Amazing Spider-Man game was a direct clone of Arkham City, minus the perpetual night and plus a lot of Spidey humour. (Of the really mind-numbing kind.)
You may also check the later Assassin's Creed games, where it switched to more or less non-linear too.

From what i heard, Shadow of Mordor is pretty similiar to Arkham series. But if you want a freeflow fighting system i can suggest you Sleeping Dogs.

Shadow of Mordor is relatively close to the Arkham games. And it's a really good game on top of that. The Assassin's Creed series is also kinda similar, but not as good (and apart from Arkham Knight, much buggier. Buggier even than Origins).

Devil May Cry is a third person hack and slash, if that is what you want.
Its not a superhero game though.
