Oh, I just realized that you were asking about Steam GIFTS not keys. I'm not sure if SteamDB could help, but as far as I know, Steam will tell you when something is region locked. I don't know much about that stuff, so yeah. You can always request a refund if the gift is region restricted. :P

HB is good so far, but as you know they are restricting there keys as well nowadays. Groupees is still an option but only for Indie games

Valve placed blanket locks on all games purchased from Steam if bought from a region locked area. So if you live in SEA for example, all games will have a SEA lock to them, regardless of the dev/publisher.

India is in EMEA region, any idea on that whether all games will be restricted or only some titles.

India is its own region now. So anything you buy from Steam within India is locked to that country only (I believe SG supports this lock when creating a giveaway). It sucks, but this blanket locking came about around a year ago :/.
When it comes to Steam keys (games sold via 3rd party retailer) it is hit and miss really. Steamdb will tell you if the devs/publishers have generated any keys that are region locked but it is up to the store to tell you if the keys they are selling are locked or not. So if you see a game being sold on a store with regional pricing but Steamdb only shows one type of key being generated, that means it is not locked. However, if you see that the generated multiple type of keys, each with a different region lock, then you can assume that the key you are about to purchase is region locked.

back to topic: As I said that I know steam does show on some games that they are region restricted (EMEA region) but on some it doesn't show that, so should we consider them ROW by default or is their a sure shot way to check the same.

G2A and HRK are shitty sites at best. GMG is good but its again $ and we can't benefit from the new price policy. Its a dilemma I know, Something that we need to deal with, no way around it.

Guys, I was wondering if there is a sure short way to check if the game that you are purchasing from steam is Region Restricted or a ROW iteration.
I know on some games Valve clearly mentions that its region restricted, but how to check the other games whether they are ROW or Region restricted?
