For USA origin price 39.99, it's like 76~77% off, i think for this price is not should be bundle. :/

It was 80% off multiple times, so the converted Russian price is roughly $1.54 for the base game, and $1.86 for the complete pack, with the current exchange rate.
The base game is just slightly under the 95% discount needed to get on the bundle list (94.85%), but for the complete pack it's 95.36%, so it got added.
This means that even the base game and all the DLCs got added to it, due to being part of the complete pack.

Is the Operation Recon city is Bad ?

obviously everyone paid $40 to give it away...
