Wait for a couple of hours and then try again. If it's still happening wait 24hours since the last failed transaction. It happened to me once before but I didn't know failed attempts kept adding more time so I ended up unable to buy anything for about a week. Had sent a ticket to support the day it first happened. Heard from them 2 days after it got resolved on it's own telling me they don't see anything wrong anymore xD

Thanks for the replies. I will wait and try again tomorrow. The cooldown appears to be a very real thing, unfortunately. :/ I did some research and on other threads, people are saying to re-install Steam client or opt in the beta client? Not sure if these are just trolls.

Yes, i think i'll just wait. I racked up about a dozen failed purchase attempts in my account while trying to purchase in my client and in the browser as well. I'm guessing that this cooldown is going to take at least one day or more. But i don't want to mess around with the Steam client by reinstalling or using the beta client.

Honestly, it's a good thing they do this. Steam is a ripe target for fraud and if they allowed you to buy 500 gift copies with a stolen CC, you can bet that Lord Gaben would not take it out of his personal treasure vault. The costs would come from increased fees on trades etc so as to make sure the minions were supporting the war against fraud.

I understand the purpose of having a limit on the number of gifts purchased, but my problem is different. I'm totally fine if i can buy only 10 gifts per hour, like it is for my brother's account. But in my case, after buying 10 gifts, my account appears to be locked now. I cannot even buy a game for my own account.

this hapens when u buy 500+ copies same game, now u can buy 10 times in 1 week only
better way create or use new accout

Well, when you are in a cooldown - you are essentially locked from making any purchases from the store, and it doesn't matter gifts or for yourself. At least that what I had encountered myself. Just wait for it to pass - usually 1 hr is enough, but since you made several failed attempt - idk... maybe 24 hrs to be safe?

I bought 10 copies of the same game and now i cannot buy any games as gift any more. I have enough Steam funds to buy a few more games, so that's not the issue here. So, how to fix this? Anyone managed to figure out why the lock doesn't exist on some accounts? My brother's account doesn't have this lock. He can buy 10 gifts per hour, which is the only limit, but then after an hour, he can buy another 10 gifts again. I don't understand why my account is acting up. My brother used his same paypal that he uses in his own steam account to put funds into my Steam account, so this is even more confusing now. Steam support is useless as they take forever to respond and the sale is already over by then. :/
The error i get now whenever i try to buy any game gift: "There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance."
Anyone know how to fix this problem? Surely, someone must have encountered this problem before.
