Just in case you come across Cities Skylines II on Driffle, at the time i'm posting this it's 98% off (about half an euro). I went for it pretty skeptical and i'm here to inform you not to lose your time nor block your money.

I am wondering why they do this. During my years of deals hunting I came across multiple such fake deals, but I couldn't understand why they do it.

LE: They issued me a refund pretty fast, so at least that.

I've encountered these super cheap prices before. Most times it's a typo with the price and often get corrected quickly. example: I was able to get dredge for $2 last year and the keys worked. I also tried to get Cities Skylines for cheap but it ended up being a promo DLC key. My experience for the most part is these sites refund your money if there is an issue with your order, i've had good luck with it and never really had any issues getting a refund. With any deals, if it is too good to be true, then it is. :-)

They make people notice their site. Even if you can't purchase the deal you went for, a few people will stay and see if they have other crazy, or at least decent, deals.
Even if they know how to handle the "oh sorry we can't sell this to you", for a lot of people they don't lose credibility. There's still too many people who believe they can find a place where they sell a dollar for 90 cents, and take advantage of those "less smart" than them, which given the premise, is highly unlikely. Rather the reverse, ofc.

It doesn't work for all, in fact it only (should) work for small numbers. A small percentage of people. But enough to make the move worth the effort.
I've seen tricks in Internet since 1998, so while I don't consider myself an expert, I'm a very experienced noob. Tricks aren't used to gather an army. Tricks are used to catch the few people you really want to catch; the kind of people you can milk and take advantage of.
