In my region we have hryvnia now, sign: ₴, code: UAH. The average wage per person in Ukraine is around 4000 UAH ($150) a month, and we have only 50% against 90%. And many AAA and AA games cost same as in US dollars (Fallout 4 = 780 UAH / 27 = $29).

The comparison should be made with USD, because we usually get a 1:1 conversion for most of the titles, example:
Nioh: $49.99 => 49,99€
49,99 EUR=58.44 USD
That's the real problem, because I hope you don't wish to be paid like a Vietnamese. Still, RU/CIS prices are lower than Vietnam ones.

Checking around, it dates to the revised state "Amazon Act" that went into effect in 2015 after the previous one was struck down as unconstitutional (it was written to target online retailers specifically, so it was ruled unfair to them with regard to competitors selling by phone/catalog). I don't see anything that requires Valve to collect this tax. As you say, digital good should be exempt (I checked Nolo.com and a couple other online sources, but I didn't see the basis for Valve charging sales tax in Illinois).

You're welcome. It can become relatively complicated, as you can have county and city taxes on top of state sales tax. Also, if a business does not have a physical presence in a state, it typically does not charge sales tax for that state. As a Vietnamese I really don't think you should be jealous, like people above have said our average wage is really not that good, and the country's economy in general is far from stable. Video games is still viewed as a kind of luxury here, no matter how much cheaper they are now (on Steam anyway) compared to some other regions. I'm very glad for the reduced price, but I will still have to save up to feel comfortable spending money in games.

In germany(your 1 month salary is more than enuf to pay for the game you stated above, just a forth of ur salary which is $467). If you live in Vietnam and work , your 1 month salary is hardly enough to buy all the game u stated above(it cost roughly $171 in Vietnam). Whats with the jealousness :D
