Well , the winners of a giveaway must activate the game ...
So for example , you make a giveaway for Bad Rats ... , Person X wins the giveaway ... if Person X dont have bad rats in his library after the GA is over , then he may get suspended ... IF someone catches him.
The whole idea of making GA's in a group to farm CV ... is possible tho i guess ...

As for the ones with 1 entry , there are those groups where you need to do giveaways and keep a ratio Given / Won ... so sometimes its normal for people to not enter for a game they dont want , since it will require them to give away a game in return .

CV farming could happen if you get a small group of friends:
Person 1 adds a private giveaway and invites 3 friends
Each friend has a 1 in 3 chance of winning the giveaway
Giveaway ends, winner is chosen
Person 1 gifts the game to the winner
Winner marks as received
Winner then creates their own giveaway
Rinse and repeat. The cv would still be accepted as there are 3 or more participants.
However, the members of a group cannot mark a gift as received if they don't then activate it. Otherwise they will get suspended or eventually banned.

What about this..
Person B got skyrim but hasnt synced yet with steamgifts since he got it (you can still enter the skyrim giveaway)
Person A makes a giveaway of skyrim
Person B wins, marks as received, syncs account.

There are tons of games in which you can enter albeit you have basic game. So it's not that weird to have 5 people with skyrim on acount. Plus you can't see DLCs of other person if you aren't on their friendlist.
So someone can make 5 GAs for Legendary Edition. they will mark it as received. And it's exploit that noone will be able to proof.

Accounts are automatically synced, if there were 1 hour speed giveaways with only 5 people then it would get suspicious

Cant group giveaways be abused? Like you make a group, invite a few "friends".. do a group only giveaway.. a "friend" wins and you get cv and keep the game..
Is there any control over this?
