Does it have to be on Steam? If not, there's an old tycoon game called Dino Island. If they have DS, some appear in Chrono Trigger.

seriously though, I'm not sure any of the 'dinosaur' games (on Steam at least) are really all that good. they generally seem to have bad scores on MetaCritic. having a hard time coming up with something good here

There are not much games with dinosaurs. Most is for old consoles, so eventually download emulators and give him to play.
