New group Idea. That i am gonna make

I am not interested but here is a little idea for more manageable group. Creating a giveaway when you enter is a bit much tbh, Make it "create one if you win one" that way maybe you can get enough lively group for 69 which is pretty small for a SG group.

Edit: Ah i misunderstood "join" part. You meant as joined to group. My bad. Second part still apllies tho 69 people is a bit less.

You are just asking for troubles. If you really gonna do such group you will soon discover wonderful world or region locks. Not to mention "sale is over, winner still not responding" cases.

But seriously, Ryzhehvost is right. There is a reason why barely anyone uses actual Steam gifts anymore. Enforcing it as a standard is simply a terrible idea. There is nothing to gain, but many nerves to lose.

If Steam still had a gift inventory... yes!

Since it doesn't... nope!

I do get the pun but you're running into two major problems with steam gifts.
Problem #1 is region locks. I guess you could get around that by opening the group only to people in your Steam region.
Problem #2 however is that Steam doesn't have an inventory for gifts anymore so you can only send gifts to people who are already in your friend list when you buy the game. So it's a problem in many regards.

Have you considered instead an unbundled only group? Keys bought on GMG, Fanatical, etc are usually region free and continue working after the sale ends so you don't need the recipient to log on to Steam to receive them. I think there actually is at least one unbundled group out there.

If you do want to make a group that is exclusive to Steam gifts you probably want to make it only to your region because of region locks.
