Are Just Cause 2 keys region locked?

My Just Cause 2 giveaway just ended, and the winner is Russian. (I have U.S. key). Will the key be region locked? (I got it from the Amazon sale). If so, I'm worried the gift will be marked as "Unreceived" just because of that... do I reroll?

Your version of Just Cause 2 is the ROW version if the game has a region locked version.
Also don't worry ROW versions can be activated anywhere, but if you have a region-restricted key such as from Russia it wont work except in the said territory.

I'm not sure how it's with russia, but I'm fairly sertain the key I registered was american, and I'm from Sweden, and it works perfectly.
