Eeeeeeh the DRM side of steam works when you use Steam offline so yeah that's not an issue , if something is blocking you from playing offline then its or an extra DRM on top of the game or the game pulls its information from some online location.
Sometimes Steam does, however, require an update after a few days of being offline with games, I've played a few games offline (with no internet) and then 3 days later it says I can't play because I need to update the game (like what, I don't have internet how does it know if there's an update), seems Steam wants to authenticate some games every x amount of days sometimes, might be an agreement with the publishers as extra protection or something.

Well, it's not outright lie. Steam is not DRM, it's much more than just DRM)
There are games in STEAM that don't have DRM.
There are games in STEAM that have DRM other than STEAM DRM.
But Steam provides their DRM too, so anyone who publish game in steam can use it.

I only have warhammer and that one has denuvo too.
I tried going offline and disabling my internet, I could launch it.
So it's either the game update or denuvo that's blocking you.
If it's the game update, you could try to skip it.

Last time i tried these methods are a few years ago, so not sure if it still works or not.
Another way I've heard (but never bothered to try) is doing a steam backup.
Backup, uninstall the game, restore it.
If it's denuvo, you're out of luck.
Unless your smartphone has mobile data, you could try tethering it to your pc.

Basically Steam can be DRM free, some games actually are DRM free on Steam, e.g. Pillars of Eternity. You'll notice the difference, when you can just run them out of the installation directory without even having to start the Steam launcher. For those games, Steam basically works just as a download manager, once it's installed it should work just fine in offline mode.
However, Steam does allow 3rd-party DRM, including crap like Denuvo which does periodically online checks, or even complete 3rd party launchers like Uplay.

If you`ve got a android mobile with some credit plug it in to your pc and activate the usb tethering or mobile hotspot if your pc has wifi. Start steam and it should let you bypass this bullshit, then just unplug it (you might want to disable automatic updates on your games so it doesnt start raping your data allowance)

Use usb tethering just plug ur phone in with usb cable, and no need to tank ur data just start steam and then quickly start games u want to play to update drm then unplug ur phone. If you need a hand sorting it add me on steam ,I`ll walk you through it.

At least Warhammer, Rome ii and Attila (games what I own) be updated (5'6 mb) three or four days ago. Since CA introduce the new launcher, this kind of update is usual eevery month. Your problem looks like that

Steam is DRM, but many here and on other platforms should be able to distinguish between copy protection systems and drm....or forced online connections. They are completly different systems... even if they work together.
Denuvo (which is drm) from Sony DADC require a first time activation and at irregular intervals another one. No internet? Well, consumers are ****... Of cource we as customers do not own any of our purchased products, so we have no rights... and Denuvo products often demand even smaller updates to refresh their drm... forced 200-400mb patches without real content. Can be seen by many developer and publisher.

Yes, as long as your products are activated and Steam runs online at least one time. Else, same as mentioned above, consumers have bad luck with their "own" property.
Ubisoft with the same mechanic is another example. Offline yes...as long as...
So it's an "issue". A more bigger and complicated one as one "i can't play offline because of ..." complain.

My Internet has died for 6 days now. I try to load any of my installed total war games. All of them say go online and update first then u can go offline. Wtf is the drm poop. I've played 1000s of hours of total war. I only installed three kingdoms from a 3rd party key and same turd burger messages. Locked out of installed $50 game. If this not drm what is it!?!
