Because it does neither. The automatic system does not take your comments into consideration. It has only a pool of people and it chooses one person, randomly. Nothing else is taken into consideration.

I thank only when I win, or when they have no other comments when I enter. I see endless 'Thanks' as spam to be honest, and at times it isn't even written by that user, but a script to do it automatically.
If I comment, I prefer it to be discussing the game with other entries if anyone has done such. Sometimes I'll try to start a discussion myself.
