I don't think he reads every single comment in his bloated announcment thread.

There is a precedent for this and people wanting this because there are (SGTools) trains, SG events and individual SG giveaways that run for several weeks where some users enter these giveaways while at the very same time they have the giveaway creators blacklisted and this is not a SG myth or SG legend like for example SG premium. I have had this happen multiple times to me and I know other giveaway creators have had it happen to them.

Alternative proposal: Don't let users enter any GA created by the unblacklisted user prior to the time of unblacklisting (yes, I know it's not a word). No loopholes, no delays, no arcane timers.
What about blacklisting due to mis-clicks? Add a dialog box confirming blacklisting.

What about blacklisting due to mis-clicks?
i'd prefer it if it just had a small 10min window where it's as it is currently in place of a confirmation box. you could click it for 12seconds by mistake and then unclick it and only have a 10min 2-way blacklist in effect. once the 10min window is up if the blacklist is still enabled, then it goes forth with blacklisting with your proposal.

Do you blacklist that often that the popup would become annoying? I think most people who complain about mis-clicking these buttons are using mobile, but I personally wouldn't mind it even on desktop browsers.
BTW, in one case a user told me they added me to their blacklist instead of whitelist by mistake, because they are color blind and it was easy for them to click the wrong button. This is probably not a very common problem, but a popup would solve it too.

actually i maintain a blacklist of 0. however i'd like to be able to test blacklist related features without such a severe repercussion when such a simple alternative is presented. xD
not that i'm opposed to also having the dialog box, i just don't think it should be such a severe repercussion instantly without a small delay.

day? week? month?
Why not make it dynamic?
Block length = duration of alive giveaways of that user + 1 minute :p

It should be equal to the maximum length for a giveaway (30 Days) !
