I removed around 5 games from my Steam Library (permanently removed option from steam support) just to test and It looks like these games still appear in my Booster Pack Eligibility List. Maybe it make sense because technically you can always recover these game anytime. But here's the thing, I noticed 3 games which I had refunded a while back also appears in my Booster Pack Eligibility list.

So my question is, are you actually eligible for the Booster Pack for these "permanently" removed games or refunded games? A bug perhaps?

the list might be bugged, check each badge page

i refunded some games with cards from which i got none to all cards and im not eligible for a booster pack on the app badge page but they appear in the list

Individual badge pages indeed shows "You are not currently eligible for a booster pack" in both permanently removed games & refunded games.

i think the list refers to an account eligibility to create (not receive) booster packs

I was referring to https://steamcommunity.com/id/YourUserNameURL/badges -> View my booster pack eligibility button.
Not the booster pack creator besides it.

Because the list does say
"Booster packs are granted as the Community crafts badges. You'll receive a new item notification when you are granted a booster pack. Be sure to log in once a week to maintain eligibility. To learn more about booster packs, check out the Trading Card FAQ"

Unlike individual badge pages which does not.
It seems to me the list is bugged.

i didn't read the first like and i presumed that list is the list of what booster packs you can create

the list is wrong and bugged then UNLESS you can actually get booster packs from refunded games (unlikely)

It just shows that you had all card drops and can now get booster packs for this title but only as long as it is connected to your account.

If you later re add a title you can get booster packs again.

I could be wrong but I believe eligibility comes having crafted the badge, and since you can craft badges for games you don't own by simply buying the cards it would make sense that you retain eligibility even after removing the game.
Also, I've deleted some games myself quite a few months ago and those games are still on the list as eligible for drops.

Are you saying that you think you can only get booster packs for games that you have crafted badges for? If booster packs are those things you open and get 3 cards from, I can say that this is not correct. I have never crafted a badge for anything, but I have received booster packs on multiple occasions for games I have played in the past.

No, I'm saying you also gain eligibility from crafting badges for games even if you don't own them (or own them anymore).
Obviously if you own the game and have received all card drops, it works from that too.
