"We CURRENTLY do not have plans to release any 'Halo' titles on Steam" , This is not a NO in my book. Also this is from Feb 4th now we have march 18th! Maybe they are NOW ready!

Yes it is. And I'm sure we have all already played Halo 3 if we wanted to so there would be no reason to play that when we could have Halo 4.
