Can I give them negative rep even though a trade never happened?
I feel that if there was no actual trade, that this would be abuse of the trade feedback system on here. But I do not know the way it works aside from what is stated in the FAQ.

Yes, you can, but make sure that you are not dealing with an impersonator first; you don't want to give a legit trader negative reputation. Use either Enhanced Steam or go to steamgifts.com/user/id/<his steam ID 64> to find his SG profile (if he has one) and afterwards you can surely post a negative feedback if you know that he is a scammer.

Well the profile is now on my friends list, so I simply went to their Steamgifts profile using Enhanced Steam. The profile has +4 rep, and I am not sure if they are an impersonator, but the profile i was dealing with is a Level 13 with +4 Rep.

Since after clicking the enhanced steam link you got redirected to that profile that that must be him. Also provide as much proof as possible in the feedback comment. Negative feedback is not to be abused, but using it to warn people about a scammer is allowed, as long as the accusations are valid.
By the way, please be careful, scammers tend to be very vengeful and often leave negative feedback in return.

No, -rep can only be given to someone you actually had an unsuccessful trade with.
I know this might seem not fair but it is, there's SO MANY people out there who think they have great detective skills and are the best traders around yet they're clueless, and if it's allowed for one person every idiot would start -reping just because for instance an experienced trader turns down their lowbal offer, hell I've even seen traders accuse other people of being a scammer for having a VAC ban in the past.

Go ahead, I'd say you can leave a neg and explain that they attempted to scam you or get you to send items first.
Make sure that you report the actual guy and not a lookalike.

A private profile had sent a friend request, the profile requested for my Saints Row IV Game of the Century Edition as well as Max Payne 3 w/ Season Pass. They offered bundle games that I already owned and so I explained unless they wanted to give me a game of equal or greater value I could not go through with the trade. Roughly an hour later they had responded saying that they had found a trader with a key of Dying Light and that they would be willing to go through the trade with me. Plain and simple I let them know I would only give them the games they requested if they send me the key first as they have much lower rep. The profile continues to try and attempt to get me to send the game and assures me they'll send the key after, saying they can't go first because they can't trust anyone. So no trade officially went down, but there are countless signs that this profile is a scammer. Can I give them negative rep and leave a detailed message stating why they should not be trusted or should I just move on and block all private profiles like the rest of SG?
