[Help] Paypal Error while purchasing

Hi guys I have been getting this error since like 1 or 2 months and now I am frustrated. Whenever I try to buy a gift or game things work well, then at the last step, when I confirm my purchase and agree to Terms and conditions I get this error:

"An unexpected error has occurred. Your purchase has not been completed.
Please contact Steam Support."

Also my paypal balance wasn't enough or anything. I have search for solution a lot and nothing helped. So I thought I'd give a shot here to see if someone else is getting same error and was able to actually resolve it.

EDIT: I was able to make purchase from gamersgate and greenmangaming but not steam

Alternatively, he can also try to use the new "Store the gift in my inventory to send later" option at checkout.

Then he can try the following:

Go to his inventory page, highlight his new game, and select "UNPACK GIFT..". (I don't know if a purchaser is allowed to unwrap his own gift, but this seems to be worth a try.)
If that doesn't work, use Steam Trade to transfer it as a giftable game to a trusted friend; then have that friend gift that same game back to him.

You may also try to purchase fund for your Steam Wallet to see if that transaction goes through.

It is possible to buy only the exact amount you need by using the method described here:
