Would this be a useful idea?
So if someone happens to have key for e.g. "Heroes of the Napoleonic Wars" DLC, they shouldn't be able to make a giveaway for it, even if someone out there may have only the base game? Doesn't really sound reasonable, especially as you can just either turn off all DLCs from appearing in the list, for which you don't have the base game, or simply click to hide a DLC from the list and never see it again - something one is bound to do anyway for DLCs already owned even in cases where base game is separately purchasable.

someone can correct me if i'm wrong, but i don't think that sg can properly detect owned dlc anyway.
also, if someone is giving away a definitive edition, why would they make the giveaway for one if the dlcs it includes?

Some people either don't understand the system or just accidentally click on the DLC. I want to prevent this to avoid problems with unfair suspensions and other things, even if such cases are extraordinary: nothing more, nothing less.

No offense, but if people don't understand the system and/or accidentally click the DLC, and then confirm that as the intended GA, then they should bear all consequences, and suspension is not unfair in that case. We have rules, guides, confirm GA page for a reason.
Edit: if it's close to impossible to get the base game, and everyone has the DLC, how that would lead to "unfair" suspenions?

Also, if " it is nearly impossible to only own the base game" then people just wouldn't get entries for their DLCs. And no, you did not say anything worthwhile about suspensions. There are a few games on Steam that bundle the base game and the DLCs together into one big edition: examples include Empire: Total War and Napoleon: Total War, but I assume more games do this. The problem with this, is that Steamgifts considers them separate DLCs, when in reality it is nearly impossible to only own the base game.
This causes potential problems with the giveaway authors (and the winners) and could punish them for something they aren't responsible for: for example, trying to give away the "Heroes of the Napoleonic Wars" DLC means that the system will look for that one DLC activation, causing confusion when the winner receives the Definitive Edition, only because the way Steam handles the game. I propose that the DLC whose base game cannot be purchased separately should be removed from the list. This should be able to reduce confusion and help the authors to appropiately prepare.
Alternatively, selecting those DLC could instead auto-select the only available base game + DLC bundle, but I prefer the former due to the latter just causing more problems.
