Is there a rule against doing a giveway to forums to people with no CV as to get them started?

Make a support ticket and ask them to approve the rule, then post it in your PRIVATE giveaway description. Make it something like "You must have no wins or giveaways" or however you'd like.

idk about a GA but if you asked who would like to have a game to give away and gave them the game through steam, that should be fine. although if they don't follow through there is nothing you can do about it. it's all about trust and honor.

I'd suggest asking support about it. They'd be able to give you the definitive answer. I don't think you'd have a problem with a forum thread though.

Do I get it well? You have excess keys, and if somebody with 0 CV asks for a key, you send them so they can make a giveaway and raise their CV from 0?
Where to start... yes, you can do this, I think you don't need support's approval. You can do whatever you want with your keys. However don't forget, that most - really, really most - of the 0 CV users are leechers. I think they'll just take your key and run... If you still want to do this, pay attention for their time on SG, entries, comments, their overall activity on the site.

It's really nice that you're doing this. Haven't seen a giveaway of this type before.
If this catches on, more people might do this or get inspired to make giveaways.
Trust is the issue here so be picky and be careful.

Or the other person just makes a giveaway for the game and Fishman actually gives the game/key to the winner. That way the user doing the giveaway gets the CV, but wont get the key in between.
Should be fine within the rules if you ask me.

though this is nice and all, I don't see how you can call it "gettings started". like why would some suddenly start to give their own gifts just because you gave them something to boost their cv a bit. It's really nice to give them the CV boost that might even let them win another giveaway but it's not like they will suddenly start making extra money irl....or will they O_o

CV is going to be removed when SG2.0 comes, so really no point to it.

With all the bundles going around, getting the basic 30 bucks of CV has been shockingly cheap for a long time now, hence the chances someone is willing to make giveaways but lacking keys sound really abysmal to me.

it's simple. make a thread. ask people to drop a comment if they don't have cv and want to raise their cv. add them. give the key(s). that's it.

So, out of curiosity, are you going to be doing this? lol
