"Complete your collection" bundles have been on Steam since I can remember, what you are mentioning is how 99.9% of bundles bought on steam work with only some exceptions. The publishers or devs are the ones to set it up though so not all of them have bundles.

Check what is says? It's clearly listed as "Complete your collection" like said and the price is also clearly said if it's for the whole thing or just what you're missing.

For example you have Renowned Explorers, assuming you don't have the dlcs, you can click on "Bundle Info" and see the price breakdown like on this page Renowned Bundle.
If you hover your mouse over the blue BUNDLE(?) as shown in screenshot below, it even gives you an explanation.

The ones that adjust the price have the word BUNDLE in light blue following the name, and the URL starts with https://store.steampowered.com/bundle/ (example).
The ones that don't adjust the price do not have BUNDLE in their name and the URL starts with https://store.steampowered.com/sub/ (example).

Bioshock needs to get its stuff together. Probably the most annoying "bundle" of them all that don't give you a discount for owned games.

Are there bundles on steam where if you own any game from the bundles the price reduces by some percentage. Epic is seeking to implement this... Is this on Steam or will this feature ever be on steam?
