[URGENT] STEAM PROBLEMS

hello, my steam is a problem with the install, and when I finish installing it says:

"There was problem with your Steam Instalation. Please reinstal steam"

I've tried every way possible, repair, uninstall and install, after -clearbeta already tried it and nothing, can someone help?
