Yes you can, you can give away them randomly on the forums if you want. You won't get any CV for it, and you cannot create a Giveaway for it.

Not as an official giveaway, but you can give them to people for free if anyone wants one.

Or add http://steamcommunity.com/id/dota2bot and give them all to the bot if you want rid of them.
