Hm, most of the thinks I know about Excel (which I have been told is quite a bit) was self taught by just trying stuff and reading help files/google results for whatever I wanted to do... So I could possibly offer some answers to questions, but sadly not any good complete guide.
My Photoshop knowledge is really limited...

As far as Excel goes, I find that their Website is pretty helpful, although I never went through something from the ground up, I've only looked for things I had questions on whether I can perform a certain task or function with Excel. A free program that I use instead of Excel (You're looking for free tips, so I don't know whether you've already purchased Excel or not) I use Openoffice Calc. If you're in a professional setting though, it's worth it for Excel, only because that's what everyone else uses, and Microsoft blocks the reading of Calc's native saving format. Youtube can also be helpful if you're looking to complete a specific task, find a button, or setting etc.

I believe so. When you add people to a group, they are able to enter giveaways that were closed to them, before, so I don't see why a whitelist would work any differently.

and Photoshop just type what you want to learn in youtube, I find all my answer there and I am getting quite good now =) I love the Creative Cloud suite, all updates are free (50$ a month tho) and its so wonderful how you can import your After effect into Photoshop and import your Photoshop into adobe premiere pro

https://www.coursera.org/ is a great platform. Try it. Even if you won't find some about excel or PS, there still a lot of cool courses.

Not sure about excel, just self taught and I know a bit about VB so I pretty much got the excel macro easily.
But for photoshop, I started just playing with signature tutorials (When I was still active in vBulettin forums) and trying to see how each function/effect/trick combination in photoshop works.
I have amassed a total of 202 tutorials(~550MB) which I all done. Probably spend around 500+ hours on them. There's a GFX forum I always go before but I forgot the name, but deviant art do have thousands of tutorials.

If you need help in photoshop you should try google "how to make X in photoshop" X = anything you want to make.
Most tutorial also say the item you need to click so you can learn by making something.
I learn a ton of thing on how GIMP works and it's tools, just by looking thru how to make tutorials.

For Photoshop, look up Serge Ramelli on Youtube. He has videos on multiple topics including Photoshop, Lightroom, and photography. He's come up with some really awesome workflows for various aspects of working with actual images. He does not cover much in the way of creating graphic resources but many of the things he uses on photographs can be applied to that other side of Photoshop.

I cannot help you a lot about PS , because as other said it depends what do you need but I can just suggest you to look for some videotutorials on youtube, a friend of mine just learnt in that way and now is very very good at it. If your master is business related you could check http://www.excel-easy.com/data-analysis.html , data analysis and statistic functions are the ones that you need most. About the writing skills I noticed that usually most colleges provide free useful workshops about it, so you can check some college around your area. Well, good luck man!
