All steam gifts are now region locked to India only. I thought they put me in Russian region, this sucks. Higher prices and region lock doesn't match

no, it's not. see other examples above (e.g. Deus Ex Mankind Divided for ~15$). in general, games are cheaper there now. fallout 4 is so expensive, because the publisher wanted it for some stupid reason.

I don't. Although the prices suck compared to the average wages, I like being in the ROW part of Steam. Wouldn't mind some little regional currency and pricing though. If Norway can get away with 10-30% cheaper prices being ROW, why can't we have the same treatment with like a quarter of their yearly income?

You keep forgetting that getting region locked does not always mean getting games cheaper. Many countries in Latin America pay the same price as USA, sometimes even more, and they're region locked.
